Young people’s recipe for smoother cross-border movement

The Nordic region needs to project a hipper image to young people, educational institutions must become more similar in nature and job opportunities more visible if you want to improve cross-border movement. That was the challenge from young people during a debate on the future of mobility and cooperation in the Nordic region on 25 and 26 August.

That is also true for how countries react to the demographic development: Generally very few people think it is necessary to increase the retirement age during the coming two decades, according to the ‘Special Eurobarometer 378 Active Ageing’.

But so far this has not helped those who are unemployed. This summer the Nordic exchange programme Nordjobb launches ‘Jobbresan’ (the Job Journey).

Youth unemployment is a big problem in the Nordic region. Especially exposed are those who end up ‘on the edge’ of the labour market. They have neither jobs nor are they in any kind of education. Many youths move to a different Nordic country to work. But so far this has not helped those who are unemployed. Only 1.4 percent of Swedish youths who move to Denmark and Norway are on some kind of unemployment benefit. This summer the Nordic exchange programme Nordjobb launches ‘Jobbresan’ (the Job Journey). First in line are 80 unemployed youths from the Swedish municipality of Söderhamn. They get the chance to travel to Oslo and look for work.

The tide is turning. Starting this year, Europe’s working-age population is falling, but that does not solve the problem of youth unemployment. We went to North Sweden to see how a small municipality is dealing with the challenges. We have looked at apprenticeship systems in Norway, Denmark and Finland to see what works, and we met Finnish youths who have been given a new chance through the youth guarantee.

We have looked at some of the current measures in the Nordic region. We went to North Sweden to see how a small municipality is dealing with the challenges. We have looked at apprenticeship systems in Norway, Denmark and Finland to see what works, and we met Finnish youths who have been given a new chance through the youth guarantee — which is meant to be a model for the rest of Europe. The question remains: is there light at the end of the tunnel?

There’s increased division in the labour market, and young people are the ones who are loosing out. Earlier there were alternatives for those who didn’t succeed in school or took a greater interest in practical work. Today those youths risk being left behind. There has been a change in the structures of the labour market, but many young people blame themselves.
